The content and scale for Harbor Construction Project:

First, the 10,000 tons of quay is being built in Qiandao. The west of Qiandao port, that is near the Qiandao Village, the depth of water condition is good, the isobath of -5 meters is 3200 meters to the bank. After digging, a 10,000 tons of berth can be built. Nearby, we have Erdaozi island, Niuxin island, and Lizi island, which is far from entrance bar. Moreover, the backland is flat and open. We intend to depend on the Qiandao Village, and take full use of the small island and hidden reefs like Erdaozi and Niuxin Island, to build a 8.5 kilometer approach bank with the direction from northwest to southeast. It is calculated that in case the approach bank is built in accordance with a standard of 10 meters, the cost for this project is about 3,500 Yuan per meter and the total investment will be 297.5million Yuan. The layout of the quay is by training wall and pier in between. The harbor is open to the east, and the 10,000 ton class of berth can be designed. The backland can rely on the overall management area and storage area. The quay is to be built in accordance with the length of 190 meters and the width of 200 meters. The cost for this project will be 3500 Yuan per meter with a total investment of 133million Yuan. Regardless of the post investment including port facilities and equipment etc., the total investment for the basic infrastructure of the whole port is about 430million Yuan.

Second, we intend to build the one-way navigation channel of 30,000 tons in Changhuikou. Considering the actual geographical conditions of Changhuikou Bay, the overall berth operational conditions of port and the development trend for arrival vessels from near and far ocean, we intend to layout a total covering area of 830 mou to build a 30,000 ton one-way sea-route quay. We will dig and dredge up the main navigation channel with the quay depth of over 12 meters. The overall length of the navigation channel dredging project is 12,450meters, and the total amount of dredging is 6.2325 million cubic meters with a total investment of 75million Yuan. Three 30,000 ton classes of berths are to be built, with the length of 230 meters for each berth. The total length is 700 meters; the cost for dredging up is 33 million Yuan. The total investment will be 108 million Yuan.

We intend to attract diversified foreign investment to develop this project by way of solely foreign capital enterprise or Chinese foreign joint venture enterprises. We will develop this project simultaneously with the development of Linhai Industrial Park. As a result, a port specializing in storage, transshipment and logistics will be taken shape. 5 square kilometers of construction land will be set aside for port development.
